A law banning shopping carts on public streets in Federal Way took effect Thursday.
The legislation, which was passed by the Federal Way City Council on Nov. 15, makes it a Class 3 civil infraction to operate a shopping cart on public rights-of-way in the city.
According to the legislation, “Abandoned, lost, and/or stolen shopping carts on public or private property contribute to conditions of blight in the community and reduce property values … such shopping carts on public or private property can obstruct free access to sidewalks, streets, and other rights-of-way, interfere with pedestrian and vehicular traffic on pathways, driveways, public and private streets, and impede emergency services.”
As defined by RCW 9A.56.270, shopping cart theft is a misdemeanor in Washington.
