SEATTLE — The Tolt, Snoqualmie, Pilchuck and Snohomish rivers spilled over their banks after heavy rain Monday.
Pushed higher by steady rainfall, the Tolt River reached a Phase 3 flood alert level Tuesday morning, with moderate and widespread flooding possible upstream of Carnation, according to the King County Flood Warning Center.
There was water across Tolt River Road Northeast in the vicinity of the San Souci neighborhood.
On Tuesday evening, King Co. closed their Flood Warning Center but advised they would continue monitoring river levels and conditions.
By 4:30 p.m. on Tues., the Tolt, Snoqualmie and Green Rivers were at Flood Phase 2. Cedar River was down to Flood Phase 1.
Rivers elsewhere in King County continued to run high and fast as a result of a storm that brought heavy, persistent rainfall to much of Western Washington.
In Carnation, a rescue team on a raft pulled a driver from his SUV after he ran into trouble near the Blue Heron Golf Course Monday.

A Flood Warning was in effect for the following rivers Tuesday morning:
- Stillaguamish River at Arlington in Snohomish County.
- Skykomish River near Gold Bar in Snohomish County.
- Snohomish River near Monroe in Snohomish County.
- Tolt River near Carnation in King County.
- Snoqualmie River near the Falls in King County.
- Bogachiel River near La Push in Clallam County.
- Skokomish River near Potlatch in Mason County.
- Snohomish River at Snohomish in Snohomish County.
- Snoqualmie River near Carnation in King County.
More than a dozen roads were closed in Snohomish County because of water on the roadway. Roads were closed in Snohomish, Gold Bar, Sultan, Monroe, Index and Silvana.

In King County, roads were closed by flooding in Carnation, Fall City and Duvall.
Meteorologist Nick Allard said Tuesday was expected to be a much drier and calmer day.
