Cascade Mall shooting suspect's new charges come with possibility of death penalty

The man suspected of shooting and killing five people at the Cascade Mall was charged in Skagit County Superior Court with five counts of aggravated murder, which if convicted could come with the death penalty.

Skagit County District Court charged Cetin with killing the five people just days after the shooting in mid-September year.

Initially, suspect Arcan Cetin was charged with murder in Skagit County District Court. Charges were first filed in District Court so investigators had additional time to investigate without going against Cetin’s right to a speedy trial, Skagit County Prosecuting Attorney Richard Weyrich said in September.

The option for aggravated first degree murder charges is not available in District Court.

However, on Feb. 11, 2014, Gov. Jan Inslee said he was suspending the use of the death penalty in Washington, saying he hoped it would enable officials to "join a growing national conversation about capital punishment." Inslee was reelected to a four-year term in November 2016. Once Inslee leaves office, another governor can choose to restart executions.

Cetin is expected to be arraigned Thursday on the aggravated murder charges.

Law enforcement officials say Cetin entered the Cascade Mall just before 7 p.m. on Sept. 23 and headed for the Macy's women's store. Surveillance video from inside the store shows Cetin shooting a teenage girl near some clothing racks and then shooting an adult man.

Officials say Cetin then headed for the cosmetics counter where he shot two women in front of the counter and one who was trying to hide behind the counter.

Family and friends identified four of the five people killed. They are:

  • Sarai Lara, 16
  • Shayla Martin, 52
  • Chuck Eagan, 61
  • Belinda Galde, 64
  • Beatrice Dotson, 95

Cetin's step-father told the media that Cetin suffers from psychiatric problems.

Police have not described a motive.

Cetin was stopped for traffic incidents and was involved in domestic violence assault cases, but he had no criminal convictions. Some cases are ongoing.
