Neighbors frustrated by noise from new club

SEATTLE — Jennie Carucci said she has barely been able to sleep since the new night club Substation opened a week ago a block and a half away.

“Mainly it’s the deep bass noise that comes through,” she said. “I don’t know how to describe how painful the sound is, but it won’t go away.”

Neighbors said they have called the police several times since the club at  645 Northwest 45th Street opened a week ago; however, they said there is not much else they can do besides create a record of noise complaints. People had concerns about the noise when the club was being planned. They said the Liquor Control Board did not take their concerns seriously.

“Unfortunately our initial fears are kind of coming true,” Lyn Porterfield said. “We’re not happy about that.”

An owner of the club said he is being a good neighbor. He said the police have been by and found him in compliance with city code.

Seattle noise code says if a person can hear the “nightlife disturbance” in their home from 10 p.m. to 7 a.m. -- it's too loud.

Specifically is reads: “It is unlawful for any person in possession of real property, other than residential property, to allow to originate from that property between the hours of ten (10:00) p.m. and seven (7:00) a.m. amplified noise that is plainly audible to a person of normal hearing when measured inside a receiving dwelling unit.”
