Officers were called around 9:15 p.m. to the 9000 block of 13th Avenue Northwest in Seattle where witnesses were questioned and the suspect taken into custody.
Police said the cat showed visible injuries as a result of having “the rope tied tightly around its body and having been dragged for an unknown distance.”
The cat was taken to an emergency veterinary clinic for treatment.
The man was booked into the King County Jail.
