MONROE, Wash. — Monroe police are looking for a man who shot at a delivery driver then triggered a SWAT standoff Thursday night.

Investigators said, by the time they got into the apartment the shots were fired from, the shooter was gone. They believe he ran away before any officers arrived on the scene.

Neighbors said the Terra Apartments were swarming with officers for hours, trying to negotiate over megaphones.

“All of a sudden, a bunch of cops came flooding in,” Tyler Hayes, who watched the standoff happen, said. “A bearcat full of a bunch of cops. They started, on the loudspeaker, going, ‘Come out, put your hands up.’ That lasted until about 2 in the morning.”

Hayes said he looked outside to see an officer with a rifle taking cover behind his car.

“This is pretty unusual,” Hayes said.

Investigators said a man shot through an apartment door at a delivery driver. Surveillance footage obtained by KIRO 7 shows a UPS truck pulling up and a driver headed up to the building. Minutes later, the footage shows multiple police cars arriving.

Cell phone footage shared by neighbors shows much of the apartment complex taped off while officers in tactical gear surround the area.

Hayes said they tried to talk the man down for hours.

“They gave him a bunch of options,” Hayes said. “‘Come out, move the blinds, let us know you’re in there, let us know you’re safe.’”

Monroe police said, when they eventually went inside the apartment, no one was inside.

The area outside the unit is riddled with bullet holes and evidence markers. A woman inside told KIRO 7 she had no comment on the situation.

UPS confirmed the driver worked for the company and released the following statement:

“We are aware of the incident involving one of our drivers on October 8th. The safety and well-being of our employees is our number one concern, and we are thankful that our driver was unharmed. We’re referring any additional questions to authorities.”

“Apparently, I have some crazy neighbors,” Haye said.

Monroe police said the investigation is ongoing. Investigators reported no injuries and no arrests.
