The child informed the custodial parent about the alleged sexual conduct and the parent then reported it to police, officials said.
In a criminal complaint, the U.S. Attorney's Office accused Whicher of taking a 6-year-old child to stay at a family cabin in Ontario without informing the child's custodial parent.
Whicher then allegedly molested the child and told the child to keep it a secret, according to the U.S. Attorney's Office.
Engaging in illicit sexual conduct in a foreign place is punishable by up to 30 years in prison and a $250,000 fine.
The case is now being investigated by Homeland Security Investigations, the U.S. Attorney's Office said.
