KCSO reaches settlement in case where plain-clothed detective pulled gun on motorcyclist

A settlement has been reached with the King County Sheriff's Office in a case where a detective pulled a gun on a motorcyclist.

The settlement orders the Sheriff's Office to make changes to its use of force policies.

The incident occurred in August 2017, when Alex Randall was pulled over by Detective Richard Rowe. Rowe didn't identify himself at first as a deputy, and pointed his gun at Randall. Randall caught the incident on a helmet cam.

Randall won $65,000 in the settlement.

The settlement also comes with the stipulation that deputies must now be trained that pulling a gun is a use of force and a superior must review when it happens.

Rowe was suspended without pay for five days.

According to the settlement, the King County Sheriff's Office has agreed to make a special order this week making the interim policy official, and later permanent.
