All westbound express lanes on the I-90 Bridge were blocked by an injury crash.
The crash occurred at midspan on the bridge at about 10:40 a.m. Tuesday.
No traffic was getting by and the express lanes were closed for more than an hour.
The Washington State Patrol said a Washington State Department of Transportation worker was helping transfer passengers off a broken down tour bus, which was blocking a lane in the express lanes.
A WSDOT tow truck at the scene was then rear-ended by a van.
The driver of the van was taken to Harborview Medical Center with serious injuries. Washington State Patrol officials said they believe the driver was impaired.
A dog that was in the van was taken to Aerowood Animal Hospital.
Police say the driver of the van was not wearing a seatbelt.
The express lanes were cleared shortly before noon.
