The Blue Angels are missing Seafair because of federal budget cuts, not because of a Seafair or KIRO 7 decision.
The U.S. Navy jet team announced in April that it was cancelling the Seafair and other appearances because of $85 billion in cuts for the remainder of fiscal year 2013, which ends on September 30. The cuts were mandated by a 2011 congressional agreement.
The Patriots Jet Team, using L-39s, are performing at Seafair and are known for formation flying and aerobatic maneuvers including the "Tall Slide," where their planes slide backward toward the ground.

Instead of white smoke like the Blue Angels, the Patriots have red, white and blue smoke. The Blue Angels first flew at Seafair in the 1950s, and last missed the festival in 1995.
The Blue Angels continue to train at their base in Pensacola, Florida, for when the budget crunch ends.
