The driver told colleagues he saw the shooter approach the victim in the rain, open fire, and walk away. Police said the gunman may have left in a vehicle.
The victim, who had multiple gunshot wounds, died at the scene.
Friends of the victim said he was just coming home from working a construction job all day when it happened. He had moved into the home about four months ago.
They said he had no known enemies, no trouble at work and they couldn't imagine why someone would want to shoot him.
Friends say he came to Seattle from Honduras about eight years ago, was adopted by a local family and graduated from Roosevelt High School.
Later in the evening, police said the shooting is being investigated as a homicide.
Seattle detectives are asking witnesses about everything they saw, trying to get a good description of the shooter.
