Bill would enable Wash. motorcyclists to move around stalled traffic

A bill that passed the Washington State Senate Friday would allow motorcyclists to move around stalled or slow-moving traffic, through use of shoulders on divided highways.
Motorcyclists would be allowed to pass to the left of left-lane traffic.
They could travel no faster than 10 mph faster than neighboring traffic. Overall speed could not exceed 25 mph.
The bill aims to relieve and speed the flow of traffic, especially along I-405 -- where the “troubled toll-lane experiment has turned rush hour into a slow-motion nightmare.”

In a release from Sheldon’s office:

"This bill is a creative solution to traffic congestion, and a way to improve safety on our public roads. Motorcyclists are at a much greater risk of injury in a rear-end accident, and the chances of an accident increase in the sort of stop-and-go traffic we have been experiencing lately. If we give motorcyclists the freedom to pass on the left of a divided highway, they'll be able to get out the way, and the road will be that much clearer."
